Byambyn Rinchen was born on November 21, 1905, in the place called "Bulsarai" in the present-day Altanbulag soum of Selenge aimag, as the eldest son of B. Radnaajav. His full name was Rinchendorj, and he was surnamed Byambyn Rinchen after his grandfather. His father, Budyn Radnaajav of the Yenshoob clan, was a famous intellectual and a person who knew the languages ​​of several countries. His mother was Dulam Samdangi of the Borjigon clan of the Tsogt Taiji clan. Byambyn Rinchen studied at the Alekseevsky School from 1914 to 1920, and worked as a translator at the first meeting of the Mongolian People's Party in Khiagta on March 1-3, 1921. From 1923 to 1924, he studied at the Teacher Training College in Verkhneudinsk, now Ulan-Ude. In 1924, he went to Leningrad with a group of Mongolian students to continue his studies and enrolled in the Eastern Languages ​​class. His teachers were the famous Russian Orientalists B.Ya. Vladimirtsov, F.I. Shcherbatsky, S.F. Oldenburg, L.V. Shcherba, V.V. Barthold, and V.M. Alekseev. After graduating from school in 1927, Byambyn Rinchen came to Ulaanbaatar and worked at the Institute of Scripture under the Ministry of Enlightenment of Mongolia. With the support of the Institute of Scripture, a new era in the development of culture, enlightenment, science, and industry in Mongolia began. Overcoming the harsh times of political influence and ideology of that society, and further consolidating the achievements made without forbidding science as the foundation of Mongolia's development, the Presidium of the Supreme Council of the Mongolian People's Republic on December 20, 1930, reorganized the Institute of Scripture into the Institute of Sciences of the Mongolian People's Republic.
